Foothill Transit, headquartered in the city of West Covina, is a joint powers authority operating bus service throughout 21 cities in the San Gabriel and Pomona valleys northeast of Los Angeles.

As of today, Foothill Transit operates 316 buses on a number of local and express routes, as well as a bus rapid transit line dubbed the "Silver Streak." The fleet, which is composed of various Gillig, NABI, and Orion buses, has a numbering system in which each bus's number is preceded by an "F".

As an attempt to entice more riders to the system, Foothill Transit installed wireless internet service on a number of Orion V buses (F1208, F1236, F1237, F1258, F1260, and F1262), all assigned to Line 699. The test program was deemed a success and the NABI 60-BRT buses used on the Silver Streak were equipped with it as well.
